The Institute of Medical Audit and Resource Control for Medical Services and Rehabilitation Tourism -“MARC” Institute, is a non-profit, non-government organisation, performing communally useful activities.

The Institute’s main office is located at 102 Oborishte street , floor 4, municipality of Oborishte , Sofia.

There are 21 people working in the association.

The Institute’s goals are:


To familiarize the society and its members with the common values and rules in healthcare, implemented by the European Union member countries.

To assist on national and local level for the effective execution of the regulation and control of medical services and rehabilitation tourism in Bulgaria , in compliance with the European goals for public health.

To support the harmonization between the national and the European legislation in the field of healthcare, medical services and rehabilitation tourism.

To develop itself into a national non-governmental organization for scientific and practical research in the sphere of medical and financial audit, independent monitoring and supervision of medical service and rehabilitation tourism in Bulgaria .

To encourage strategies and programs oriented towards the healthy way of life.

To contribute to the development of more effective and efficient health systems.

To develop a concept for the realization of medical and financial audits and resource control over medical services and rehabilitation tourism in Bulgaria .

To carry out the training of qualified staff in the field of the medical and financial audit, supervision and restructuring of medical services and rehabilitation tourism. To participate and encourage in different forms of engagement all people interested in the improvement of medical services and rehabilitation tourism to the benefit of the whole society.

To represent and defend the interests of its members. To actively take part in all state and public forms of implementing the policy of the European Union in the sphere of public health.

To coordinate the interaction between the interested people and institutions on the problems of healthcare and remedial tourism.

To assist in the fast and easy communication with the European Institutions, the national and regional state authorities and local governments, in the sphere of the effective management and supervision of the medical services and rehabilitation tourism in the country.

To keep permanent contacts and collaboration with other Bulgarian and foreign non-governmental organizations, engaged in the policy and regulation of medical services and rehabilitation tourism.

To consult the pricing policy, regarding the quality of medical services and rehabilitation tourism.

To collaborate in the collection of financial resources by international projects and programs, aimed at the introduction of modern l models for management, audit, supervision and control of medical services and rehabilitation tourism. To spread information, audits and knowledge, which will support the achievement of the abovementioned goals.

In order to achieve its goals, the Institute:


Creates and maintains constant collaboration with all interested people on the problems of management, audit and control of medical services and rehabilitation tourism;

Develops and publishes news bulletins, brochures, etc;

Creates a website and a portal for provision of information and collection of opinions, views, suggestions and recommendations, regarding the purposes and operational activities of the Institute;

Collaborates with the state institutions, local government authorities, unions, associations, etc.;

Organizes work groups for discussions and development of concepts, programs and projects with state institutions, local government authorities and non-governmental organizations;

Coordinates its activities with similar structures / organizations in the country and the European Union, as well as with international organizations;

Keeps constant contacts with scientific organizations and experts and provides their participation in the work groups under p. 5;

Participates in Bulgarian and international programs for project financing;

Organizes conferences, workshops, round table discussions and training courses.

Determining the Institute’s Activities

The Institute will perform its activities to the benefit of society, spending its property for the achievement of the goals, strengthening of the beneficial relations with the private and public sectors and proving the good name of the Institute and its members.

The property and incomes of the Institute should be used with the sole purpose to achieve the goals, described above and no part of it could be paid directly or indirectly as a dividend or profit to its members.

Subject of the Institute’s Activities

The subject of the Institute’s basic activity is:

- creation and realization of a concept for the performance of medical and financial audit, supervision and control of the resources for medical services and rehabilitation tourism in Bulgaria ;

- control of the activities of the structural units and methodological management of their work;

- creation of methodology for medical and financial audit, independent monitoring and control of the resources for medical services and rehabilitation tourism in Bulgaria in compliance with the best practices in the European Union;

- development and implementation of a national franchise project for medical financial audit, independent monitoring and control of the resources for medical services and rehabilitation tourism in Bulgaria ;

- development of educational programs and educational activities for the creation of qualified specialist for the performance of medical financial audit, independent monitoring and control of the resources for medical services and rehabilitation tourism;

- realization of the methodological management of the activities for independent medical financial audit, monitoring and control of the resources for medical services and rehabilitation tourism, in connection with p.3 and 4 above;

- development and implementation of projects for restructuring and financial strengthening of the health establishments, of medical services and rehabilitation tourism in Bulgaria ;

- preparation and consulting for the application of projects and financial models for restructuring, including the privatization of medical establishments and activities;

- accumulation of financial resources for audit, supervision, restructuring and privatization through participation in international programs and projects;

- collaboration with similar organizations from other countries members of the European Union;

- participation in the development of programs for financing of projects in the field of public health and the effective management of medical services and rehabilitation tourism;

- maintenance of constant collaboration with interested institutions, such as health insurance funds in the country and abroad, insurance companies, etc., which take part in the funding of health and medical activities, in connection with the executed independent medical financial audit, monitoring and control of the resources for medical services and rehabilitation tourism;

- participation in Bulgarian and international programs for the financing of projects in the sphere of public health.
